How is it that the code specifies cable runs through studs must be 1.5" in from finished surface to avoid piercing, but in Quebec electrical contractors will run all the wires through the 5/8" wood strapping that the drywall mounts to on the exterior walls. Allthough this procedure allows the use of regular boxes to be mounted on exterior walls after the vapor barrier and strapping are installed, and not breaking the vapor barriers seal, is compensation for this shortcut... your comments are welcome......

Actually the code specifies 32 mm (1.25 inches).
Rule 12-516(1) states:
Where the cable is run through studs, joists, or similar members, the outer surfaces of the cable shall be kept distant at least 32 mm from the edges of the members or the cable shall be effectively protected from mechanical injury
Are they providing mechanical protection in the form of metal plates or something similar nailed to the face of the strapping?
Maybe in Quebec there is a standard which which provides an easement to the CEC rules?
In Alberta we use what is called " The Standata"
which provides easements to some CEC rules.
